Most usually use a mix of Adobe Illustrator (vectors) and Photoshop, there is other software available.
You need to save it in a certain format though - how to save using adobe:
File > Save for Web & Devices
Save it as a jpeg or png NOT a gif.

I'd say....
file - save for web and select png. if u want a better quality throw it over to image ready and make a optimized png :)

Save it as a jpeg or png NOT a gif.
There is nothing wrong with a .gif, It's all dependent on the type of image you are presenting. For example for an image that does not use many colors (non photo) and little to no shading (like an icon, logo etc) a .gif is actually better.
Not everybody likes bloated signatures plastered with tons of image cutouts.
just putting that out there.
On the other hand, .PNG is the preferred format for high color graphics. The only downside is that .PNGs often do not render well in Internet Explorer (although most people use other browsers like Firefox).
For compatibility .jpeg is better for photo images.
